Ministry-LHIN Accountability Agreements (MLAAs)

Ministry-LHIN Accountability Agreements (MLAAs) outline the obligations and responsibilities of both the Ministry of Health and Long-Term Care (MOHLTC) and the Central West LHIN with respect to the planning, integrating and funding local health care services. 


Ministry-LHIN Performance Agreements (MLPAs)

Ministry-LHIN Performance Agreements (MLPAs) replace the MLAA and are now used to outline obligations and responsibilities with respect to the planning, integrating and funding of local health care services.

Ministry-LHIN Memorandum of Understanding (MLMOU)

A five-year Ministry-LHIN Memorandum of Understanding (MLMOU) was signed between the MOHLTC and Central West LHIN in April 2017. The purpose of the MLMOU is to:

  • Set the accountability relationship between the Minister of Health and Long-Term Care and the Central West LHIN
  • Clarify the roles and responsibilities of the Minster, Deputy Minister, LHIN CEO, Board Chair and the Board of Directors
  • Set out the expectations for the operational, administrative, financial, staffing, auditing and reporting arrangements between the Central West LHIN and (MOHLTC)

Central West LHIN Certificate of Compliance

Ontario’s 14 LHINs, through individual Ministry-LHIN Performance Agreements (MLPAs), are required to sign Certificates of Compliance as part of General Performance Obligations. These Certificates of Compliance are completed on a quarterly basis and attest to respective LHIN compliance with applicable legislation, provincial policies, standards, operating manuals, directives and guidelines available to the LHINs, as required by the MOHLTC. 

The Central West LHIN’s Certificate of Compliance is presented quarterly at a Board of Directors Meeting (open session).


Health Service Provider (HSP) Accountability Agreements

The Central West works with local Health Service Providers (HSPs) to develop frameworks for accountability that encourage transparency and ensure the best possible quality of care is available to all residents of the Central West LHIN region. The following accountability agreements outline the responsibilities of respective local HSPs and the Central West LHIN, set activity and financial targets, lay out expectations for ongoing development and service delivery, and provide benchmarks so that HSPs and the Central West LHIN can measure performance year-over-year.
